Narrow the long-list down to a middle-list by confirming the potential partners on the long-list meet the secondary conditions and having willingness for a partnership. (via email or telephone)
Discuss with potential partners on the middle-list and explain partnership options. Then create a short-list of prospective partners who agreed with the third condition.
