Introduction SEZs in Saudi Arabia
The Special Economic Zones (SEZs) in the Kingdom of Saudi Arabia are designated areas regulated and supervised by the Economic Cities and Special Zones Authority (ECZA). They offer special regulatory, tax, and customs incentives to attract high-value investments.
This initiative was launched as part of Saudi Vision 2030 to diversify the economy, integrate the Kingdom into global value chains, and accelerate the growth of the industrial and technological sectors.
The first group of these zones was announced in 2023 and includes areas focused on manufacturing and logistics services, as well as a digital hub dedicated to cloud computing (Cloud Computing SEZ – Special Economic Zone).
These zones offer investors tax and customs exemptions, simplified business establishment procedures, and easier access to technical and skilled talent.
Types and Names of SEZs in Saudi Arabia
Saudi Arabia launched its first wave of four Special Economic Zones (SEZs) in April 2023 under the Economic Cities and Special Zones Authority (ECZA).
These zones were created to support Vision 2030, attract global investment, and boost advanced industries, logistics, and technology.
The Five SEZs and Launch Dates:
1. King Abdullah Economic City (KAEC) SEZ | Launched: 13 April 2023
2. Ras Al-Khair Special Economic Zone | Launched: 13 April 2023
3. Jazan Special Economic Zone | Launched: 13 April 2023
Focuses on food processing, metal conversion, and logistics.
4. Cloud Computing Special Economic Zone (Riyadh) | Launched: 13 April 2023
Focuses on cloud computing, AI, digital data centers, and advanced ICT services.
5. Riyadh Integrated Special Logistics Zone (SILZ) | Launched: 2022
Industries and Sectors related to SEZs in Saudi Arabia
Collectively, Saudi Arabia’s Special Economic Zones (SEZs) aim to accelerate industrial diversification and attract high-value investments in key strategic sectors aligned with Vision 2030. The SEZs focus on developing industries such as advanced manufacturing, renewable energy, logistics, maritime and mining, food processing, pharmaceuticals, ICT, artificial intelligence (AI), and cloud computing. The Kingdom seeks to establish a globally competitive industrial base that promotes innovation and positions Saudi Arabia as a regional hub for advanced technology, production, and logistics services.
Foreign investment opportunities for Special Economic Zones in Saudi Arabia
After the launch of Saudi Arabia’s five Special Economic Zones (SEZs) in April 2023, the Economic Cities and Special Zones Authority (ECZA) introduced a unified package of fiscal and administrative incentives to attract Foreign Direct Investment (FDI) and accelerate the goals of Vision 2030.
Key Incentives
- 5% Corporate Income Tax (CIT) for up to 20 years
- 0% Withholding Tax on profit repatriation to foreign countries
- 0% Customs Duties Deferral on imported or locally produced goods and equipment for Jazan SEZ – limited to capital equipment and inputs)
- 0% Value Added Tax (VAT) on goods exchanged within and between SEZs
- Exemption from Expat Levy for employees and their families.
- Flexible and supportive regulations around foreign talent during first 5 years
- Infrastructure and utilities support, including subsidized energy and industrial land availability to lower operational costs
- Tax treatment under OECD principles to avoid double taxation
